Well, it’s not just Flex Builder Pro 3, but you can also get a Free License of ColdFusion 8, provided you are student. And Flex Builder, you get a license if you are unemployed.

If you are downloading as a student, then you need to give them details to prove that you are a student and if you are downloading because of unemployment, then you cannot use the software downloaded to develop commercial products.
Also there is await period of 2 weeks before you can get the complete license, during which u can use the product under 60 day trial license.
