First solution is a registry hack:

2> Navigate to [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer].
3> In the right panel you’ll see a value NoFolderOptions. Right click on that and delete it by choosing the delete option.
4> Navigate to [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersio¬≠n\Policies\Explorer], in the right panel you’ll find another NoFolderOptions, right click on that and delete that as well.

Save the edited registry and you will be able to see the folder options. This works on all version of Windows XP, Vista and other variants.

The second solution will not work on Windows Vista/XP home version. The second solution is to change the Group Policy settings:

1> Go to Start –> Run –> type gpedit.msc –> press Enter.
2> Navigate to “User Configuration -> Administrative Templates -> Windows Components -> Windows Explorer“.
3> In the right panel you’ll find ‘Removes the Folder Options menu item from the Tools menu‘, right click on it then choose Properties.
4> If the setting is enabled, disable it and save the options.
